Position Summary

The Bilingual Recruiter is responsible for developing and executing recruiting strategies to attract qualified candidates interested in relocating to the United States for employment. This role requires a self-motivated professional who excels at sourcing talent, building relationships within the community, and managing candidates throughout the hiring process.

The ideal candidate is an experienced recruiter or talent acquisition professional with excellent communication skills, strong social media recruiting abilities, and a passion for changing lives through meaningful employment opportunities.

Key Responsibilities

Candidate Recruitment & Lead Generation

  • Generate qualified candidate leads through social media, networking, referrals, job fairs, and community outreach.

  • Recruit, interview, screen, and qualify candidates interested in relocating to the United States.

  • Build and maintain a pipeline of qualified candidates.

  • Guide applicants through every stage of the hiring process, from initial contact through onboarding.

Community Outreach & Business Development

  • Conduct job fairs throughout Puerto Rico.

  • Make in-person and virtual presentations to trade schools, consortiums, workforce development organizations, churches, community groups, and other applicant sources.

  • Develop relationships with local organizations to create a consistent pipeline of qualified candidates.

  • Represent Bullseye Jobs with the Puerto Rico Department of Labor and other workforce organizations.

Talent Acquisition

  • Post employment opportunities across multiple recruiting platforms.

  • Source candidates using Facebook, WhatsApp, Instagram, TikTok, LinkedIn, and other recruiting channels.

  • Screen resumes and conduct phone and video interviews.

  • Coordinate interviews with hiring managers and clients.

  • Maintain communication with candidates throughout the recruitment process.

Recruiting Strategy

  • Collaborate with leadership to understand current hiring needs.

  • Develop innovative recruiting campaigns and sourcing strategies.

  • Create and update job descriptions and recruiting materials.

  • Track recruiting metrics and continuously improve recruiting performance.

Administrative Responsibilities

  • Maintain accurate candidate records in the Applicant Tracking System (ATS).

  • Schedule interviews and recruiting events.

  • Prepare recruiting reports and documentation.

  • Perform additional recruiting and administrative duties as assigned.

Qualifications

  • Fluent in both Spanish and English (written and verbal).

  • Proven experience in recruiting, talent acquisition, staffing, lead generation, human resources, or sales.

  • Strong candidate sourcing and networking abilities.

  • Experience recruiting through social media platforms including Facebook, WhatsApp, Instagram, TikTok, and LinkedIn.

  • Excellent communication, presentation, and relationship-building skills.

  • Experience using Applicant Tracking Systems (ATS) and recruiting software.

  • Strong interviewing and candidate evaluation skills.

  • Self-motivated with the ability to work independently from a home office.

  • Excellent organizational, time management, and multitasking skills.

  • Ability to travel throughout Puerto Rico for recruiting events and occasionally to the mainland United States.

  • Valid driver's license and reliable transportation preferred.

Preferred Qualifications

  • Experience recruiting skilled trades, construction, manufacturing, hospitality, or industrial workers.

  • Experience conducting job fairs and community outreach events.

  • Existing relationships with trade schools, workforce agencies, community organizations, or educational institutions in Puerto Rico.

  • Experience recruiting candidates for relocation or multi-state employment opportunities.
